Performance
Its size makes it the least agile plane in the game. It flies relatively smoothly until turning, which can cause a loss of altitude. It is possible to hit multiple other aircraft without making this plane explode.
As seen in the launch trailer and the mission Bavarium on a Plane, it’s possible to transport vehicles in it. As a matter of fact, it has a fully functional interior. It’s advised to Grapple any transported vehicle to the walls of the plane to keep it more stable. It is possible to fit another plane inside (CS7 Thunderhawk) although it is not advised as it would usually explode inside the fuselage causing a loss of control and subsequent crash.
Despite the Rebel drop info, it’s actually able to take off from a relatively small strip of land. The size of the required airfield increases if there’s more cargo. If equipped with nitrous boosters it can take off almost immediately.
It is still a good idea to be in an open area to be rebel dropped, as it’s hard to dictate which way the plane will be facing when Rebel dropped. Some suggested places to rebel drop are the fields in Prima, or the butte in eastern Cava Grande.
Additionally, the plane is amphibious and floats on water. It’s possible to «fly» it like a boat on water. Note that the plane must have enough speed, though, or the plane will sink. Opening the cargo bay while floating will sink the plane, too.
There are two hatches on top of the cockpit area; one to pilot the plane and one to enter the cargo bay. The cockpit can also be accessed by a door in the cargo bay. The cargo bay ramp can be opened and closed via a button inside the cargo bay.
These functions can be operated by the following controls:
- Xbox One : Using RB in the cockpit to open/close the cargo bay door and holding Y to enter the cargo bay.
- PC : Holding down the left mouse button to open/close cargo bay door and holding E to enter cargo bay.
- PS4 : Using R1 in the cockpit to open/close the cargo bay door and holding to enter the cargo bay.
Performance
Very slow, unless you’re going downhill. Mario drives it between about 10 and 80 km/h, but it can go much faster if driven down a steeper hill. In any good hill, the Rocket can reach speeds above 150 km/h.
Mario is able to reverse it at will on flat ground. This can also be done by the player, but strangely, it can only go forward when it’s rolling down hill.
The vehicle does have brakes, but it’s not recommended to use them unless the road has a 90 degree turn, or unless you want to stop. Gradual deceleration can also be done by driving off the edge of the road for a moment.
Even though there’s no audible horn, when the horn button is pressed and other vehicles still get out of your way.
Game modes
According to the trailer, official site and a Square Enix press release, there are four game modes.
As mentioned in a in the video description (at youtube) of the second trailer, «As you start your journey as an agent, Rico Rodriguez & Annika Svensson will be among the mercenaries you’ll encounter, giving your player character missions and intel.»
It should be noted that Rico’s profession is not a full-time mercenary, even if it is stated in the posts.
Single-player campaign

The game is set in Pradesh, a fictional nation. The player plays as a customizeable protagonist, who is an Agency recruit and later Firebrand agent. From what can be seen from early access gameplay, the story seems to focus around the Agency’s conflict with Darkwater, remnants of the now disbanded Black Hand, as well as the protagonist’s hatred of Rico Rodriguez, who allegedly killed the protagonist’s family.

- The «Eye of the storm» trailer shows that exact same time at the bottom right corner of the screen when Mira shows the weather radar screen. The first video is very likely a smaller section of the same cut-scene.
- That cut-scene is in the mission Project Illapa.
Date unclear
- The map description for USS Westward states: «From the Gulf to the South Pacific, the Westward has supported the Agency’s most crucial operations.» It’s not clear when this submarine was deployed, but it is very likely «the Gulf» means the Persian Gulf War in 1991, where the U.S. led an international coalition against Iraq’s annexation of Kuwait. It is possible the Agency was deployed along with the U.S. Military.
- It’s mentioned in Just Cause 3 and Just Cause 4 that Rico and Dimah were on a mission at Guatemala at some point in the past. It’s unknown if this was before, or after the events of JC1 and JC2, but they had received their mission briefing aboard the USS Codetalker.

According to the mission Severance, The Agency went into business with the eDEN Corporation through Tom Sheldon. According to Eden Callaghan tapes, the deal ended overnight after the Large-Scale Fragmentation Device test was a failure.
June 30th
Mechs create the eDEN Airship, soon to become home to over 200 employees, including Eden Callaghan.
Some time later, all of them died when the homicidal AI froze them all to death.
October 8th
The Black Hand contact the eDEN Corporation, but Eden Callaghan rejects their offer, stating that «they seem to lack government oversight».
October 13th
The eDEN Corporation comes into contact with Medici under then-President Dante. Dante explains to them about Bavarium and how it could replace fuel in the future, but Eden Callaghan notices extreme potential in this mineral that Dante doesn’t seem to have noticed.
Game gets stuck when customizing controls [resolved]
PC
Occasionally when customizing some controls, it becomes impossible to back out of that part of the menu. By default, it should be possible to back out by using the right mouse button, but sometimes anything the player presses, or clicks will be misidentified as a wish to set the controls to that. There is no way to navigate away from the menu and the only solution is to use the task manager to End Task for the game.
This was solved by a patch from December 14, 2018. The patch added a permanently usable back button to the bottom right of the menu. Initially this could either be clicked on, or activated with the left control key. Some later update changed this to the back button.
Trivia

- «Mstitel» (мститель) is Russian and Czech for «Avenger».
- This helicopter was originally one of only two vehicles in the game with a Bavarium force field, the other being the Imperator Bavarium Tank. A third vehicle (with multiple variants), the Mech, was added by the Mech Land Assault DLC. There is also an unobtainable beta version of the Urga Hrom D helicopter, listed in the game file as «boss_heli_prototype».
- The Rebel drop also lists the «Golden Urga Mstitel». Both icons are the same, but the color is different.
- Although unrelated, there is a 1959 Czechoslovakian film called Mstitel.
- With a very unlikely design, it is the successor to the Delta MAH-15 Chimaera from Just Cause and the AH-33 Topachula from Just Cause 2, as all of them are large and somewhat narrow plus non-conventional rotor layouts.
- This helicopter lacks a rear rotor, but one can see vents on the tail rudder. It may be meant as a NOTAR design, which uses air ducts to direct air (and in some cases some, if not all engine exhaust) to the rear of the tail and then out sideways, to counteract the rotational force of the main rotor.
- The helicopter was first seen in promotional images that lead some people to think that the tail rudder is damaged, while in the game, it’s what the tail rudder normally looks like. Even the Bavarium shield outlines seen on the image (see below) make one think that the same tail was complete with upper and lower rudders on the tail boom. The shield shape was corrected before game launch. A part of the shield over the tail had an upper area that looked like it was meant to protect a non-existent upper rudder and the shield area that protects the rocket launchers was misplaced, leaving the inner sets with no shield at all.
- The Rebellion version of this vehicle still has a red cockpit color like the military version, but in the Rebel drop system, the cockpit is yellow, oddly. See the «Miscellaneous» section of the gallery below. See also: Cut game content from Just Cause 3.
- Even though the rotor blade tips on the Rebellion variant appear yellow when stationary, at speed the color changes to red.
- This is the first and only helicopter with retractable landing gear in the series. The landing gear will retract while you are moving slowly above land. If you try to land quickly so the landing gear won’t retract, it will cause the helicopter to explode.
- This and the Golden Urga Mstitel are the only helicopters in JC3 with a shield. However, there are two other vehicles in JC3 with a shield.
- The Urga Mstitel could have been inspired from the final boss «Warhawk» from the game «Twisted Metal Black». It is also equipped with red windows and a power shield.
- The original design of the helicopter looked as if it had no shield, as it had a normal cockpit, and coaxial rotors. It was also painted grey without the «hex» texture on the exposed fuselage.
- This is the fastest helicopter in JC3.
- This is the only vehicle in Just Cause 3 that is unlocked after doing a mission. All other vehicles were either unlocked by bringing it to a garage or liberating military bases.
- As of some patch, the ones that spawn at Platteforma Litore Torto II (north-east corner of the map) and Platteforma Litore Torto I (east north-east area of the map) no longer spawn there on PC. The helicopter still gets replaced by a Rebellion Urga Hrom D once liberated.
- There is a unique variant with a homing missiles in the game files under the name «v2604_helicopter_urga_advancedassault_signature_shielded_di_ravello» and is unobtainable without mods. See also: Cut game content from Just Cause 3.
Weapons
The Medici Military uses virtually all the two-handed weapons in the game (minus weapons added by DLC), but there are certain bases where the weapon can be seen (or used) only once. The only heavy handheld weapon the Medici Military uses is the UVK-13.
- CS Predator — commandos and Commandantes.
- Prizrak U4 — female and biker soldiers.
- U-39 Plechovka — regular soldiers.
- U-55S Pozhar — Used by helicopter & fixed wing aircraft pilots, as well as drivers of Custode 29s and CS Powerrun 77s (the ones that appear in heat anyway).
- U-96 Kladivo — Shot gunners.
- USV 45 Sokol — Snipers.
- UVK-13 — RPG operator.
- Urga Vdova 89 — Machine gunners.
- CS27 Misfortune — Very rarely wielded by regular soldiers at a few bases.

- В текстовых полях «Исходный размер (МБ):» и «Максимальный размер (МБ):» указать в мегабайтах значение, равное половине объема оперативной памяти.
Следует понимать, что файл подкачки эффективен только тогда, когда системе не хватает оперативной памяти. Если компьютер имеет 8-16 Гб, то файл подкачки практически не используется. А при использовании SSD-диска в качестве системного наличие файла подкачки и вовсе может замедлить производительность Just Cause 3, поэтому не следует бездумно задавать большое значение файла подкачки.
Versions and locations
Medici Military
There are no fixed spawn locations for this variant and it must be hijacked in flight from one of the settlements where it spawns.
In missions:
- A Terrible Reaction — The military drops paratroopers. As shown in a game trailer, it flies so close to the ground that it’s possible to blow up with a rocket launcher and it is possible to hijack but will lead to a «mission failed» as you will have abandoned Mario. It has also been reported that any rockets fired at it will harmlessly clip their way through the plane.
- Missile Cowboy — At least one can be seen flying around. However, that one (or all of them) will crash into terrain before their paratrooper loadout can parachute out.
- Abandon Ship — Paratroopers drop from one.
- Tangled Up In Blue — At least one can be seen.
- Bavarium on a Plane — Rico, Tom and Dimah use the plane during this mission.
- The Shatterer of Worlds — At least one can be seen flying around.
In free roam:
- During a settlement liberation, eventually the text «Commando time!» will appear on screen, and a Medici Military marked U41 Ptakojester will appear and drop paratroopers. If you’re skillful with the Grappler/Parachute/Wingsuit/Bavarium wingsuit, it’s possible to catch up to it and hijack it. This occurs only at the following five bases:
- Alte Potentia — Power plant. It can be a bit tricky to hijack it from here, because the plane can fly into a nearby mountain.
- Cava Grande — Large mine. It’s easiest to hijack from this base, if one stands near the top of the white storage facilities to the west and uses the grapple-parachute technique. For some odd reason, this one is said to not drop paratroopers.
- Griphon — Airforce base.
- Le Tutor — Radar base (you can only see the paratroopers).
- Puncta Sud — Radar base (you can only see the paratroopers).
Black Hand
This variant only appears in the Mech Land Assault DLC and cannot be found in the base game. In a similar fashion to the Medici Military, it has no fixed spawn locations. To operate one, it must be hijacked from an enemy settlement when it brings paratroopers.
- Used in the mission Stowaway. After the mission, the plane can still be found inside the hangar at the Unnamed airport on Insula Lacrima, but it is not flyable, and is indestructible.
- Used to bring paratroopers to the following locations during the «Hold the Fort» part:
- Nebio Sud Detention Camp.
- Novola Central Detention Camp. There are 2 featured here.
- Alvea Detention Camp.
- Used to bring paratroopers to the Hive during the mission Storming the Hive. This mission has two of them, but it’s unknown where the other plane is stored. For whatever odd reason though, rebel paratroopers come out instead of Black Hand paratroopers.
- The «Nebio Sud — Mech Arena» challenge has several bringing paratroopers in.
- In the mission The Setup.
The Rebellion
- The only place to get this variant is through Rebel drop. The plane is unlocked after liberating Falco Maxime: Centcom.
- It is recommended to drop the beacon in an open area, like the fields of Prima
It is very difficult to launch one from an airstrip like Griphon because you don’t know which way the jet will spawn, and it’s likely you will hit something on the airstrip.

At Aeropeurto General Benitez, some EM-979 Airliners take off vertically.
They seem to take off normally most of the time, but rarely there’s a plane that flips 90 degrees up the moment it leaves the ground and then goes straight up for a while.
This happens when the front wheels spawns in the ground. Once the player approaches the plane, the wheel pops out of the ground and the whole plane suddenly jumps 90 degrees up.
This may have been addressed in a patch, making this glitch rare, but recently someone has seen it again.
Planes take off too soon
A player-controlled plane can easily take off in under 100 meters, but the A.I. planes seem to be programmed to try to look more realistic.
At Aeropuerto General Benitez, the planes taking off may take off a little earlier than usual. Similar to the vertical takeoff glitch, the plane will try to fix itself and go back to its regular path, so it’ll dive back down to the ground and resume it’s «takeoff» like nothing happened.
This one can be made to happen when you grapple a car to the front of the plane, but this would not count as a glitch then. It only counts as a glitch if it happens on its own with out any interference from the player.
This may have been addressed in a patch, making this glitch rare, but recently someone has seen it again.
Tips for missions
The 22 storyline missions in Just Cause 3 are split into three parts. The first seven missions in Insula Fonte are relatively easy, with some simply as tutorials. Not much action is needed on the part of the player except following instructions.
The eighth through fourteenth missions in Insula Dracon are slightly more complicated, with the military becoming more and more aggressive. Mario is wounded in the 8th mission, but fortunately, two newcomers also appear in the 8th mission.
These 7 missions are often more about learning more about Bavarium and its properties whilst under heavy fire.
The last fifteenth through twenty-first missions in Insula Striate are relatively difficult. These missions often see Black Hand being deployed on a regular basis (but you will still never see the Black Hand outside of military settlements), but the missions are still doable. Heavy weapons such as the Urga Vdova 89 and Fire Leech are recommended.
Also as an unfortunate thing about these missions, almost all of them take place at unmarked locations, so calling in Rebel drop for weaponry or vehicles is impractical.
The last mission sees Rico face off against Di Ravello himself at the Volcano island in Medici. It does not matter how you defeat Di Ravello, but he is still very hard to defeat. Full details can be found in the mission article.

How many times are they going to pose?
The players ride missiles on their way to an enemy base. This scene leads to the scene where SAM trucks try to stop them.

Agriculture
Medici is filled with farmland and fertile fields, including for some straw crops and vineyards. It also has a lot of livestock, including cows and goats. Medician wine is apparently some of the best in the world. Civilians can be heard arguing about what wine is best. A lot of the food seems to come from the fields, like cows, goats, orchards, wheat/grain and vineyards. The fact that civilians use older machinery shows agriculture isn’t funded much or at all by the government, despite the propaganda on projectors. It is strange that cows are farmed considering a number of the population worship them.
Bavarium-based weapons

According to the collectible Di Ravello audio diary tapes, Di Ravello had no idea that Bavarium could be important until The Agency had expressed interest in it and thereby tipped him off about it.
Zeno Antithikara and Dimah Ali Umar al-Masri were working for «Di Ravello’s Bavarium Corps» until they defected.
Throughout the story, Di Ravello and the Medici Military have shown great interest in weaponizing Bavarium. Bavarium weapons are generally significantly more powerful than normal conventional weapons. In game, Bavarium explosions are a lot bigger and deal about four times as much damage as normal explosions from heavy anti-vehicle/armor-piercing weapons such as some vehicle mounted weapons.
Bavarium has been used for military applications by the Medici Military. The Imperator Bavarium Tank and the Urga Mstitel are two vehicles which are infused with Bavarium. The mineral is used to generate a «Bavarium shield» around these vehicles. The Mechs from the Mech Land Assault DLC can also have a bavarium shield.
The M488 is an example of a man-portable weapon enhanced with Bavarium. It uses a Bavarium-tipped warhead which has a much greater explosive yield than a conventional warhead. Two other special weapons infused with Bavarium include the Dionysus PLDS-H laser designator and The Thunderbird, a ground-based EMP.
Bavarium has also been used to create weapons of mass destruction (WMDs). Cima Leon: Silo is known to host Bavarium-tipped intercontinental ballistic missiles (ICBMs), as seen during the mission Missile Cowboy. The Bavarium warhead seems to be extremely weak for a WMD (when compared to nuclear warheads in real life), though. Two of the three regional central command bases are also protected by Bavarium-based weapons: Corda Dracon: Centcom is defended by several Bavarium-infused EMP cannons and Falco Maxime: Centcom is defended by missile launchers that launch Bavarium-tipped warheads.
Most of these weapons fall under a broad weapon classification known as «FOW».
The eDEN Corporation, the enemy faction in the Sky Fortress DLC, uses Bavarium-based weapons like the Bavarium Splitter assault rifle.

According to the in-game map description for Novola Central Detention Camp: «Novola Central is the oldest and largest Black Hand facility on the island, set up shortly after striking the deal with the eDEN Corporation. In 1992, after a disastrous test run with their new Fragmentation Device (lots of casualties, abysmal PR), the eDEN Corporation lost most private funding and were desperate for cash to continue their research. That’s when the Black Hand started subletting part of Insula Lacrima for their own benefit, and in turn provided a small battalion to provide security on the eDEN Airship.»

There are many things you as the player have to do to achieve 100%, but as an overview:

- Complete all challenges/races (destruction frenzies, crash bomb, land race, sea race, etc.) to 5 gears. Obtaining 5 gears for some of these will be extremely difficult to achieve, and one of these might be impossible.
- Find and collect every weapon and vehicle for rebel drop. See weapons and vehicles.
Some downloadable content adds more missions, vehicles, collectibles, and locations that need to be done, however the in-game statistics count DLC content separately. For example, Eden Callaghan tapes only count towards Bavarium Sea Heist 100%, not the base game.
Date unknown, but during the 20th century
Probably around 1960s to 1980s:
- According to the map description of Cima Leon: Silo, «Built into the craggy rocks atop Lacos, the Silo of Cima Leon is a remnant of Medici’s early nuclear ICBM tests during the Cold War. Locals mutter that the military presence there is too large to simply be protecting radioactive waste.» The Cold War was from the late 1940s to the early 1990s, but assuming that Medici was not more advanced than the US and Russia, it’s reasonable to assume that this was from the 1960s to 1980s.
- The Agency had been monitoring Operation Illapa for at least 30 years as mentioned on the Leon Espinosa article. Assuming the events of Solís happened during 2018 and 2019, it is fair to assume the Agency had been monitoring it since 1988.
Night between day 1708 and day 1709 of Di Ravello tapes
The Night of the Bonfires. This is when Di Ravello seized power and arranged some houses, including the Rodriguez house to be burned. This is what made Rico leave Medici and join The Agency. Confusingly, according to other info, Rico joined the Agency in 1986.

Notice: Just Cause: Mobile is not being made by Avalanche Studios, so presumably it shouldn’t cost any development time/effort from Just Cause 5, unless Square Enix — the publisher that provides Avalanche the money to create Just Cause games — cuts funding and recourses for JC5 and transfers it to JC:M.

Early access
Just Cause: Mobile has released in Singapore as an early access beta as of november 2021. Little is known, but this seems to have happened on the 17th/18th of November (depending on timezone). Click this link for gameplay footage on Youtube. It’s not known which parts of the game are in the early access version and which parts are not. There is at least the first mission included and probably more of the campaign. Multiplayer does not seem to be available in early access.

The events of Just Cause 3.
For the purposes of this article we consider December 1st to be the date of Rico’s arrival in Medici because the game was released on this day.
2015, December 12
Inscription on the left edge of the paper map that came with the collectors edition of Just Cause 3: « File received on monday, 12.12.2015; 05:00 am«.
If this refers to the map itself, then at that time the map was still in Di Ravellos possession, because he signed it on a later date. What the row of numbers mean is unknown. The final number in the row («0») has a lighter background.
Also, in reality this day was a saturday. This off-set is similar to the off-set seen in 2005 and could mean that the Just Cause Universe does not share the same calendar of reality.
The paper map that came with the collectors edition of Just Cause 3 was approved, signed and stamped by General Di Ravello himself. He signed it while in Regno and according to the stamp, it’s «Case no. 55-28AM/52WRO».
