Gameplay

Rico Rodriguez — the protagonist of Just Cause (1) — is back, but now on the island of Panau in the Malay Archipelago. Rico, working for the Agency, has to infiltrate various factions and cause chaos around Panau to unseat the dictator Pandak «Baby» Panay.
The game is open-world, with all missions and storyline being optional, except the two introduction missions. There are very few interiors, but the islands of Panau are large and varied.
The grappling hook can now be deployed with a button rather than from the inventory and can be attached to any solid surface — including vehicles and people — and can also be used to tether objects together. Along with this, the player has a parachute which is capable of being instantly deployed anywhere whenever the player has gained enough momentum. When airborne, the player can grapple onto the ground or structures to pull themselves along.
The game runs on a heavily modified Avalanche Engine 2.0. The vehicle physics have also been completely re-worked and handling is dependent on the surface differently depending on the situation. There is also the ability to upgrade vehicles, a feature absent from the previous game. There are 104 vehicles for the player to use in Just Cause 2, including a flyable passenger jet and various military aircraft. There is also the new Black Market system replacing the heavy drop from the first game, allowing the player to instantly purchase weapons and special Agency vehicles.

The array of weapons is quite varied, from small handguns to Triggered Explosives and rocket launchers. The system has 2 slots for light weapons which can be Dual Wielded, 1 slot for a heavy weapon (such as a shotgun or rocket launcher), and slots for both explosives and Grenades, allowing the player to carry a selection of weapons at any one time. The grapple hook and parachute are both always equipped and are separate from the weapons. Furthermore, the grapple hook can be used as a melee weapon in times of need.

Trivia
- As the story goes, Avalanche did not initially have any plans for a sequel game. They had been outsourced to develop some game for some other company, but somehow they lost the contract, so they quickly needed to have something to do. At this point, they looked through their list of previously made original games that they owned the rights for and chose Just Cause. The rest is history.
- In theory, it is possible to complete the game with only a one-handed weapon, as Rico is only required to have one one-handed weapon during Welcome to Panau. It’s only possible in theory because this likely makes a few missions (like Into the Den and A Just Cause) extremely difficult to a point of near impossibility.
- While it is possible one might think that Just Cause 3 was the first patched game in the series, this game was actually the first one, as the Vanderbildt LeisureLiner as an extremely rare vehicle used to not spawn at all. That was later fixed in a patch that while added it into the game, can still only rarely be found in the Berawan Besar Mountains, or Lautan Lama Desert.
Official 100%
If you complete every task on this list, the game will consider your save game as «100%» complete.
- Complete every single mission. This includes main storyline missions, Sargento, Javi and Garland sidemissions, and region strikes.
- Liberate all regions in Solís. for more details.
- Collect/unlock all vehicles, all weapons and all miscellaneous items for the supply drop.
- Find and complete all locations. This refers to all the locations on the map capable of being discovered. Some of these are Black Hand bases, some are towns, some are ruins, some are just lakes and forests. See the map on the right. To complete locations, just do all the tasks in them, such as stunts and destruction of surveillance airships. See types of settlements in Solís for help if needed.
- Do all the stunts unlocked after Garland King’s New Star.
- Destroy all Surveillance Airships.
- Possibly more. Feel free to add here if you know of anything that the game counts for this.
The 3 expansion packs have their own completion counters:
- Dare Devils of Destruction requires every race to be completed at S rank and to drive through all 12 AR tigers.
- Los Demonios requires all infestations to be cleared.
- Danger Rising requires all submarine missions/locations to be completed and all hoverboard courses completed.
Description
Stunts (see improvised stunts) have always been a major part of the Just Cause game series. As of JC4 they are actually needed for 100% settlement completion. Region strikes will occupy the region, but doing all the stunts will mark the settlement as «complete». Previously liberations filled the purpose of «completing» settlements.
Stunts are assigned by Garland, who needs Rico to perform daredevil stunts for her movies. Doing stunts not only «completes» a settlement but gains Garland points as well. These points can be used to upgrade the grappler’s booster mods.
While most of them are easy enough, some of them require careful timing and precise setup. And in some cases, some are unavailable until a vehicle is unlocked in supply drop. There are 124 wingsuit stunts, 185 speed stunts, and 127 vehicle stunts for a total of 436 stunts across Solís. Without mods to facilitate the process (such as additional wingsuit boost for wingsuit stunts, faster vehicles for speed stunts and vehicle spawners for vehicle stunts), it would take dozens of hours to complete all stunts.
PC system requirements
Originally Steam listed the DirectX as 11.1, but this was later changed to just 11. At the same time, they removed 4K requirements completely.

- eDEN Corporation — The Agency was a business partner of theirs «more than 20 years ago». Tom thought they had gone bankrupt years ago.
- The Rebellion — On the sixth mission Conflicting Interests, Sheldon informs Rico with the scanner he can convince The Agency to «give more help to the rebels.» In the mission Friends Like These… Tom sells them some communications equipment in exchange for future favors.
In Solís:
Oscar Espinosa — He reveals at the end of the storyline that he was about to sell the Project Illapa to the Agency for what Tom estimated to be «trillions».
Patch and glitches
Main article: Just Cause 2 Bugs and glitches
Just Cause 2 has over 100 relatively rare and relatively minor glitches (see Just Cause 2 Bugs and glitches). Note that not all versions of the game (PC, PS3, and Xbox 360) have the same glitches. A patch was released to fix some of those.
All versions of the game will either download it automatically or prompt an update when connected to the internet.
- PC: It is automatically downloaded by Steam.
- PS3: Came in the form of a «system update» when you open the game.
- Xbox 360: Initiates a prompt to update when you start the game while connected to the internet (i.e. Xbox Live).
What the patch fixes
- Sets uploaded YouTube videos as «public» by default.
- Fixes issues that would stop people and vehicles from spawning.
- Changes enemy artificial intelligence so they don’t fire on the player during the Hijacking quick time event.
- Fixes the Vanderbildt LeisureLiner’s spawning glitch. It used to be nonexistent, but even after the patch, the vehicle is still super rare.
- Adds «numerous stability improvements».
- Also related to video capture on the PS3 is a bug, where the game would stop suddenly after an extended play session and tell you the system had reached its limit on recording time. You would be prompted to discard the recording (or save it) and then your game and controller settings would all be set to zero: no volume, all hud options at lowest settings, controller options all pushed to lowest sensitivity, and so on. Players would have to go into each settings area — video, audio, and controls and push «Set to Defaults» to restore them and then invert the Y-axis the way one likes it before continuing to play. Many players found this very annoying and with this patch, while that pop-up message occurred, the settings aren’t lost.
Game editions and DLC

Just Cause 4 is a confusing mess of numerous different editions. See Downloadable content for Just Cause 4 for a list of all editions and their included content. If you’re looking for Just Cause 4 with all DLC, get the Complete Edition, not the «Gold», «Digital Deluxe» or «Reloaded» editions.
Unlike with JC3, there didn’t seem to be a disk edition of the PC version. Looking hard enough, it was possible to find at least 1 site that lists a PC DVD version, but all other sites have JC4 listed as a «download», or as a «Steam code». The console versions, however, were pictured as the box/disk version at most online stores.

Expansion Pass
The game has 3 expansion packs (similarly to Just Cause 3 expansions) called «Dare Devils of Destruction», «Los Demonios» and «Danger Rising».

Just Cause 4 was officially announced by Square Enix at the Xbox E3 conference on June 10th. The game was released on December 4th, 2018.
This is the sequel to Just Cause 3, released in 2015, three years and three days prior to the release of this game.
Should there be a Just Cause 5, that game would likely be the sequel to this game.
Just Cause: Mobile was announced in December 2020, making that game the next game in the series after this one, but it was stated Just Cause: Mobile was not a direct sequel to this game.
Soundtrack and music
Just Cause 4 has many different soundtracks. They are used in different times of the game. The soundtracks can be divided into five main categories:
- Combat music. This is a collection of dramatic action songs that are played during heat and sidemissions including region strikes and Sargento, Garland and Javi sidemissions. Most of these are electronic songs.
- Exploration music. This is a collection of calm songs that are played when the player doesn’t have any heat, is not doing any missions and is flying around in his wingsuit (without heat). The songs also play when hoverboarding without heat.
- Special mission music. These are unique songs that are played during main storyline missions. Operation Thunderbarge, Windwalker, Sandstinger and Illapa all have unique soundstracks that are only played when the player plays these said missions. These are similar to combat music, but are unique and play only in missions.
- DLC music. This is a collection of songs that are played when the player is in areas added by DLCs or is playing DLC missions.
- Other. All other soundtracks fall into this category. Songs include ones that are played during specific loading screens, cutscenes and credits.

In-game radio
JC4 is the first game in the series to have radio stations in vehicles. These stations each play a selection of about 10 different items of music and they have some DJs talking. Solís Hoy is a news channel that discusses news and local rumors. The content of this channel changes throughout the storyline.

Trivia
- Having appeared in all four games and having been around since the days of the C.I.A. being formed, The Agency is quite likely the oldest faction in the Just Cause Game Series, having a creation date of anywhere between 1947 and 1955
That being said, the Black Hand were aware of the events of the previous three games and although did not appear in Just Cause 2, they were aware of Rico’s toppling of Pandak «Baby» Panay and three other unnamed dictators. PMCs however, were not existent until 1965.

- The Unnamed island at X:20400; Y:31100 and Unnamed outpost at X:8300; Y:28370 in Just Cause 2 could belong to the Agency, but this is unknown.
- The unnamed island contains three sets of 3 weapon boxes (two sets near the beach, one near the temple), each consisting of a Pistol, Submachine Gun, and Fragmentation Grenade. There is also a Rocket Launcher in the temple at the top of the settlement. There are also 2 MTA Powerrun 77s at a dock. All this suggests that this place could’ve been some kind of stockpile island for the Agency, but no hard evidence of this place belonging to the Agency is ever found in-game.
- The same thing can be said about the unnamed outpost, where a Makoto MZ 260X and Rowlinson K22 are found. Both are vehicles that can be found in the Black Market, this outpost being the only place where you can find the 260X. While it is possible this place might’ve been some kind of Agency outpost in the past, there is again no hard evidence that this place belonged to the Agency.
- The Agency operatives in Danger Rising seem to be glitched, as they have a grenade throw animation, but don’t throw grenades at all when the animation is played. It seems like some developer forgot to add grenades. See also: Just Cause 4 Bugs and glitches.
«200%» completion
The following things are not counted by the game and are more of a voluntary challenge:
- Get all Just Cause 4 Achievements.
- Some of them can only be obtained through DLC and are fairly difficult.
- Some are «hidden», which means you can’t see them on Steam (or whatever platform you bought the game on). These are often semi-easter eggs.
- Find and activate, or interact with, all Easter Eggs in Just Cause 4
Some of them can only be obtained through DLC and one is impossible to interact with without an invincibility mod.

- Obtain the maximum of 34 squad reserves by liberating all regions and getting up to Army of Chaos level 14.
- Find and drive, or interact with, all vehicles, including rare vehicles and vehicle versions. Vehicle articles normally mention if the vehicle is known to have any unique versions. See: Category:Just Cause 4 Vehicles.
- Buy and complete/interact with all downloadable content for Just Cause 4.
- Find and explore all locations on the map. There are a number of settlements and other points of interest that the game does not have a map marker for. These can be hard to find and keep track of, especially because JC4 does not have coordinates.
- Complete every stunt and challenge in JC4, including «Weekly Challenges».
- Complete all obvious potential stunts. For example, there are a few locations in the mountains that have odd cavities and cracks that seem like they were made for wingsuiting through/past. See more at Improvised stunts and how to do them.
- Find and explore all caves. Most of the bigger ones are already mission locations, but there’s a few more.
- Listen to the full tracks of all radio stations. Note that some, like for example the Solís Hoy talk radio have changing content throughout the missions. Completing Operation Illapa will end the Solís Hoy station and make them loop the last news segment and occasionally a random advertisement.
- Sit in all Avalanche Studios Deck Chairs.
- Destroy all chaos objects with set spawns at least once (they respawn).
- Destroy every single Sabotage Destructible/Chaos object that has a set spawn point, at least once. You can achieve this by going to all military bases/outposts and blowing up all chaos objects in them. They always respawn after a while, so it’s okay to blow them all up even if you prefer things to look nice afterwards.
- Destroy every Black Hand statue at least once (they respawn).
- Blow up all gas stations (they respawn).
- Learn to hijack a plane mid-flight.
- Destroy every destructible bridge (they respawn).
- Drive a boat down every waterfall. See more at Improvised stunts and how to do them.
- Fly a plane under every bridge that seems high enough. See more at Improvised stunts and how to do them.
- Fire all of the weapons until they run out of ammo at least once. (Weapons such as mortars with infinite ammo do not count for getting rid of all of the ammo)
- Feel free to add more, if you can think of anything relevant.

Weapons
This list includes weapons unique to the Agency. These are from the JC4 Danger Rising expansion.
- Niagara 9mm Bullpup — Wielded by Agency operatives, and found in Agency weapon crates.
- Sequoia 370 Mag-Slug — wielded by Agency operatives, and found in Agency weapon crates.
- Yellowstone Auto Sniper — Wielded by Agency operatives (albeit more rarely), and are found in Agency weapon crates.
- Stormalong EM Zero — Only found in Agency weapon crates, but not actually wielded by anyone. At a quick glance, some people may mistakenly see Miller seemingly pull out this weapon during the final mission, but he opts instead to use the RG-PBA 9 Railgun.
- Bullshark Assault Rifle — Can be found in Agency colors, but is not actually wielded by any operatives. This is because this weapon is a separate DLC from Danger Rising.
Is it possible to reach 100%?
Should be possible.
As of 2020 (maybe even 2019), the highest percentage one could reach (overall) was 98% if the expansion pass was downloaded. This is assuming the base game, Dare Devils of Destruction and Los Demonios are completed to 100%.
In late 2021, it was reported that 100% could be reached, proving that the below-described glitch does not affect everyone.
92% glitch (DLC)
It’s not known if this has been around since the expansion pack was released, but it has been impossible to complete Danger Rising beyond 92% and as a result, it is impossible to reach 100% on games with the DLC installed.
The reason for this glitch is unknown, but there are some theories:
- There’s some cut game content that they forgot or failed to completely remove from the released DLC, so there are some missions or tasks that the game counts as part of 100% completion, but you can’t do them since they were removed.
- Danger Rising does have some notable cut but not fully cut content:
- Agents are said to have a program to throw grenades, but never do it in the released version of the game.
- There is an Agency version of the Daggershark Jetboat that never appears in the game, but can be spawned in using mods.
- They could have messed up the calculation. The last 8% could have been meant for something else.
